Perfect Panda by Those Characters From Cleveland. This is an 2005 edition.

Rare Black and White Perfect Panda Care Bear Cousin is an 8 inch beanie. Perfect has a yellow and blue star with a rainbow ribbon on his tummy. He is one of the hard to find Care Bear Cousins. The lettering is worn from his tush heart and his tush tag shows wear and fading. There is scratching to his eyes and nose. A great addition to any Care Bear toy Collection.
