Harmony Bear (clip on ) by TCFC (Those Characters From Cleveland). This is an 2003 edition.

Purple Harmony Bear Care Bear clip on is 5 inches tall. He has a flower on his tummy and comes complete with swing tags. He is a Collector's Edition Bear Series 1 # 5 of 7. He's clean with no rips or tears. His tush heart is great condition. All his stitching is intact. A great piece of flair for your backpack.
