Grumpy Bear Clip On by TCFC (Those Characters From Cleveland). This is an 2002 edition.

Blue Grumpy Care Bear clip on is 5 inches tall. He has the Anniversary white paws and retro curl. He's made of a super soft micro plush fabric, not the plush or flannel of other Care Bears. He's clean with no rips or tears. His tush heart is great condition. All his stitching is intact. His tush tag is faded and frayed. A great piece of flair for your backpack.
