Grumpy Bear by TCFC (Those Characters From Cleveland). This is an 2002 edition.

Grumpy the blue 13 inch Care Bear is happy today because he's going to a new home. He has a storm cloud on his tummy. Grumpy is clean with no rips or tears. His tush heart is in great shape, there is some scratching to his nose. A great addition to any Care Bear toy collection.
